E60ZH-2100LS/A Learning Services RFSO 2021  

This Request for Supply Arrangement/Standing Offer (RFSA/RFSO) is a request to solicit bids for the provision of Learning Services (LS) to all federal government departments and crown corporations throughout Canada, excluding any locations in areas subject to any of the Comprehensive Land Claims Agreements. This document will serve to qualify new suppliers and to maintain currently awarded LS SAs and SOs.  

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement, the North American Free Trade Agreement, Comprehensive Economic and Trade Agreement, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the Canadian Free Trade Agreement (CFTA), the Canada-Chile Free Trade Agreement, Canada-Peru Free Trade Agreement, the Canada - Columbia Free Trade Agreement, and the Canada Panama Free Trade Agreement, if it is in force.  

The period of the SAs and SOs will be from issuance for a period of 18 months.  

In order to be considered for a LS SA and/or SO, it is mandatory to submit a bid online via the Centralized Professional Services System (CPSS) portal, in accordance with this RFSA/RFSO by the closing date and time indicated on page 1 of this RFSA/RFSO.  

In order to maintain your current SA and/or SO for LS, Existing Suppliers must submit a bid in accordance with this RFSA/RFSO Re-Competition by the closing date and time indicated on Page 1 of this RFSA/RFSO. Existing SA and/or SO Suppliers are not required to re-qualify for any Streams for which they already have a SA and/or SO, although they must comply with the requirements of the re-competition solicitation to retain the previously awarded Streams. It is an opportunity to add additional information to your existing SA such as Streams, Categories, Region/Metropolitan Areas. Existing Suppliers must select ‘Newly Substantiated’ for any new Category you wish to offer and enter the reference information. If an Existing Supplier wishes to rely on the information already on file to demonstrate compliance with the streams and categories they already qualified for during the E60ZH-2000LS re-competition and/or refresh, Existing Suppliers must click on the Grandfather Certification on the ‘Supplier Response – Home’ page, Existing Suppliers will be directed to the ‘Certifications’ page, Existing Suppliers must complete each certification.  

This RFSA/RFSO includes seven streams, each Stream is further subdivided into single Categories. Details of the general definitions for the LS Sreams and Categories are available at the LS page: https://www.tpsgc-pwgsc.gc.ca/app-acq/spc-cps/ocannexa-soannexa-eng.html.   

There is a security requirement associated with the requirement of the SA and of the SO. For additional information, see Component 1, Part 1, paragraph 1.6 and Component 1, Part 4, paragraph 4.5.    

Part of this procurement may be designated by one or more Identified Users as set-aside under the federal government's Procurement Strategy for Aboriginal Business (PSAB). In these specific cases, (i) the procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses, and (ii) as per Article 800 of the CFTA, the CFTA does not apply. In order to be considered as an Aboriginal Business under the PSAB, the Bidder must complete the Aboriginal Business certification contained in the Data Collection Component of the CPSS. By submitting the certification, the Bidder warrants that it is an Aboriginal business as defined in the Set-aside Program for Aboriginal Business.  

All suppliers that want to submit a response to this RFSA/RFSO must enroll and establish an account in the Supplier Module of the PWGSC CPSS ePortal (http://www.tpsgc-pwgsc.gc.ca/app-acq/spc-cps/iffpe-seeps-eng.html).
