A.    SMUD Background:  SMUD began serving electricity to Sacramento in 1946 and is now the nation’s sixth-largest community-owned electric utility. SMUD provides reliable, affordable electricity to approximately 566,000 residential accounts and 67,000 commercial/industrial accounts. SMUD employs over 2,000 people and is governed by a seven-member Board of Directors elected by SMUD’s customer-owners. SMUD is recognized nationally and internationally for its innovative energy efficiency programs and renewable power technologies. SMUD was the first large California utility to receive more than 20 percent of its energy from renewable resources, and recognized industry leader and award winner for its innovative energy efficiency programs, renewable power technologies, and for its sustainable solutions for a healthier environment   
In June 2020, SMUD’s Board of Directors adopted a climate emergency declaration that commits to working toward an ambitious goal of delivering carbon neutral electricity by 2030. The declaration recognizes the immediate risks to our community and demands bold action to achieve results. This resolution commits SMUD to finding carbon reductions in the quickest way possible and investing in our most vulnerable communities. The resolution also indicates a strong commitment to finding additional opportunities to accelerate decarbonization.  PowerDirect® is a demand response initiative for load flexibility to offset the need of fossil fuels  
B.     Program Overview. PowerDirect® is an automated demand response (ADR) program for SMUD commercial and industrial customers. To respond to this RFP we expect prospective proposers to review the program description and Procedures Manual in detail available on our website at: https://www.smud.org/en/Business-Solutions-and-Rebates/PowerDirect-Technology.  
SMUD relies on a technical services provider for PowerDirect implementation. The current technical services contract is reaching its term limit.  SMUD is seeking a qualified firm to administer the PowerDirect program for new enrollments and assist in the maintenance of customers who are already enrolled.  To better align with the strengths of the implementer, SMUD is also interested in alternative processes, or enhancements to the program that may be needed to achieve the goals.
