Background    
Canada’s National Shipbuilding Strategy (NSS) was launched in 2010 as a long-term plan to renew the Royal Canadian Navy and the Canadian Coast Guard (CCG) fleets. As part of the NSS, CCG announced in 2019 a comprehensive $2.07 billion Vessel Life Extension (VLE) program to prolong the service life of up to 76 existing CCG vessels over two decades. To date, the program has completed several VLEs (e.g. CCGS Kopit Hopson 1752, CCGS Cape Roger, CCGS Ann Harvey) and many other projects are in the contract management phase (e.g. CCGS George R. Pearkes, CCGS Terry Fox, CCGS Leonard J. Cowley and CCGS Martha L. Black). New initiatives are being piloted, such as bundling, vendor performance management and incentivization measures. Our Request for Proposal (RFP) template has been updated and modernized for the next series of work packages which are currently underway (e.g. the 1200 class: CCGS Amundsen, CCGS Pierre Radisson, and CCGS Des Groseilliers), making this an opportune time for industry engagement.    
 
Workshop Objectives    
The Government of Canada is hosting a VLE workshop with Industry to collaboratively reflect on challenges and explore opportunities, with the aim to improve procurement practices in support of the CCG VLE program.    
 
Why Participate?    
Through this process, Canada and Industry participants will benefit by:    

•                      Achieving a common understanding of existing procurement processes;  

•                      Sharing VLE lessons learned, best practices and areas of improvement;  

•                      Contributing input towards the development of procurement strategies and enablers to enhance VLE outcomes;   

•                      Actively being part of the dialogue and contributing to the agenda and continuing the dialogue after the workshop.  

Workshop Themes  
To leverage knowledge gleaned from work done to date on the VLE program, Canada, in consultation with Industry and Canadian Coast Guard, will present for discussion the following four themes of interest.   

1.        VLE Program Delivery  

2.        Contract Management  

3.        Pricing and Payment  

4.        Solicitation Modernization

Contexte  
C La Stratégie nationale de construction navale (SNN) du Canada a été lancée en 2010 en tant que plan à long terme visant à renouveler les flottes de la Marine royale canadienne et de la Garde côtière canadienne (GCC). Dans le cadre du SNN, la GCC a annoncé en 2019, un programme complet de prolongation de la durée de vie utile des navires (PVU) de 2,07 milliards de dollars visant à prolonger la durée de vie d'un maximum de 76 navires existants de la GCC sur deux décennies. À ce jour, le programme a réalisé plusieurs PVU (ex. NGCC Kopit Hopson 1752, NGCC Cape Rogers, NGCC Ann Harvey) ainsi que plusieurs projets qui sont en phase de gestion contractuelle (ex. NGCC George R. Pearkes, NGCC Terry Fox, NGCC Leonard J. Cowley et le NGCC Martha L. Black). De nouvelles initiatives sont en cours de test, telles que le regroupement, la gestion de la performance des fournisseurs et les mesures d'incitation. Notre modèle de demande de proposition a été mis à jour et modernisé pour la prochaine série de lots de travaux actuellement en cours, (NGCC Amundsen, NGCC Pierre Radisson et NGCC Des Groseilliers), ce qui en fait un moment opportun pour l’engagement de l’industrie.  

Objectifs de l'atelier  
Le gouvernement du Canada organise un atelier PVU avec l'industrie pour réfléchir en collaboration aux défis et explorer les opportunités, dans le but d'améliorer les pratiques d'approvisionnement à l'appui du programme PVU de la GCC.  

Pourquoi participer ?  
Grâce à ce processus, le Canada et les participants de l'industrie bénéficieront des avantages suivants:  

•                      Développer une compréhension commune des processus d'approvisionnement existants ;  

•                      Partager les leçons apprises du PVU, les pratiques gagnantes et les axes d’amélioration ;  

•                      Contribuer et influencer le développement de stratégies, de documents et d'initiatives d'approvisionnement pour les exigences PVU ;  

•                      Participer activement au dialogue, contribuer à l'ordre du jour et poursuivre le dialogue après l'atelier.  

Thèmes de l'atelier  
Pour tirer parti des connaissances tirées des travaux effectués jusqu'à présent sur le programme PVU, ​​le Canada, en consultation avec l'industrie et la Garde côtière canadienne, proposera quatre thèmes d'intérêt.
