Posting Summary
The Ohio State University (OSU) on behalf of the Government Resource Center (GRC) is soliciting competitive proposals (Proposals) for activities relating to the Ohio Medicaid Healthcare Safety Net (OHSN) (the Work) iterations.  If a suitable offer is made in response to this RFP, OSU may enter into a contract (the Contract) to have the selected Bidder (the Contractor) perform the work.    


The Ohio Medicaid Healthcare Safety Net Evaluation (OHSN) is a statewide study administered on behalf of the Ohio Department of Medicaid (ODM) by the Ohio Colleges of Medicine Government Resource Center (GRC) for the purposes of informing health programs, policies, and assisting the efficient and effective implementation of the Ohio Medicaid program.  


As a potential survey vendor, each Bidder will need to demonstrate an understanding of the nuances for reaching different study populations (healthcare safety net providing firms and healthcare safety net practitioners) and detail previous experiences fielding survey studies of over 3,000 collected, and studies of difficult to reach populations.  


Given the complexity of the OHSN, Bidders must have extensive expertise in survey-related statistical methods including study design, sampling, imputation of missing data, and survey weight construction for cross-sectional samples. Bidder must also hold expertise in instrument development, multimode data collection including computer-assisted web interviews (CAWI), paper and pencil interviews (PAPI), computer-assisted telephone interviews (CATI), and list-based sampling.  


Serving as the OHSN survey research vendor involves close communication with the Ohio Department of Medicaid and academic faculty. As such, the Bidder should demonstrate successful experiences working with staff of government agencies and universities.
