The Canada Border Services Agency (CBSA) is looking to acquire and test biometrics Facial Recognition Technology (FRT) solutions (also known as “algorithms”) to evaluate technical performance compared to what is currently in use in the Canadian context. This ITQ is being issued to qualify respondents who possess the necessary qualifications identified in the ITQ document to participate in the subsequent procurement process.

NOTE: This procurement is subject to the National Security Exceptions (NSE).

The National Security Exceptions provided for in the trade agreements have been invoked to exempt the procurement processes related to Facial Recognition Technology solutions for the CBSA from the provisions of all of Canada’s trade agreements.

Due to security requirements, the Respondent must be located in a country that is a member of the North Atlantic Treaty Organization (NATO) or the Five Eyes alliance.

L’Agence des services frontaliers du Canada (ASFC) souhaite acquérir et mettre à l’essai des solutions biométriques de technologie de reconnaissance faciale (également connues sous le nom d’« algorithmes ») pour en évaluer le rendement technique par rapport à ce qui est actuellement utilisé dans le contexte canadien. Cette ISQ vise à sélectionner les répondants qui possèdent les qualifications nécessaires identifiées dans le présent document afin qu’ils puissent participer au processus d’approvisionnement subséquent.

REMARQUE : Le présent approvisionnement est assujetti aux exceptions relatives à la sécurité nationale.

Les exceptions relatives à la sécurité nationale prévues dans les accords commerciaux ont été invoquées pour exempter les processus d’approvisionnement liés aux solutions de technologie de reconnaissance faciale (TRF) pour l’Agence des services frontaliers du Canada (ASFC) des dispositions de tous les accords commerciaux du Canada.

Pour des raisons de sécurité, seuls seront acceptés les répondants situés dans un pays membre du Groupe des cinq ou de l’OTAN.
