Posting Summary
The Government Resource Center (GRC) is soliciting competitive proposals (Proposals) for activities relating to the Ohio Medicaid Healthcare Safety Net (OHSN) (the Work) iterations. If a suitable offer is made in response to this RFP, OSU may enter into a contract (the Contract) to have the selected Bidder (the Contractor) perform the Work. This RFP provides details on what is required to submit a Proposal for the Work, how OSU will evaluate the Proposals, and what will be required of the Contractor in performing the Work.

This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance of the Work. While these dates are subject to change, prospective Bidders must be prepared to meet them as they currently stand.

The data collection target for the Ohio Medicaid Healthcare Safety Net Evaluation (OHSN), not to exceed 16 providing firm types (see Appendix D). Data collection and subsequent analyses for the OHSN is to start in State Fiscal Year (SFY) 2025 on July 1, 2024 through June 30, 2025. This target may be adjusted by OSU, pending funding by sponsors. The expected median interview time for the OHSN is 18 minutes per interview, for computer-assisted web interview complete.

The Ohio Medicaid Healthcare Safety Net Evaluation (OHSN) is a statewide study administered on behalf of the Ohio Department of Medicaid (ODM) by the Ohio Colleges of Medicine Government Resource Center (GRC) for the purposes of informing health programs, policies, and assisting the efficient and effective implementation of the Ohio Medicaid program.

As a potential survey vendor, each Bidder will need to demonstrate an understanding of the nuances for reaching different study populations (healthcare safety net providing firms and healthcare safety net practitioners) and detail previous experiences fielding survey studies of over 3,000 collected, and studies of difficult to reach populations.

Given the complexity of the OHSN, Bidders must have extensive expertise in survey-related statistical methods including study design, sampling, imputation of missing data, and survey weight construction for cross-sectional samples. Bidder must also hold expertise in instrument development, multimode data collection including computer-assisted web interviews (CAWI), paper and pencil interviews (PAPI), computer-assisted telephone interviews (CATI), and list-based sampling.

Serving as the OHSN survey research vendor involves close communication with the Ohio Department of Medicaid and academic faculty. As such, the Bidder should demonstrate successful experiences working with staff of government agencies and universities.

Please see the Proposal Requirements section for detailed instructions as well as a checklist of required proposal components.

Inquiries concerning the proposal content, intent, and general questions should be sent through the Ariba platform. Answers to inquiries will be posted through the Ariba RFP as well as the GRC website at http://grc.osu.edu/funding/QA within 2 business days of receipt. The Inquiry Period for this proposal ends Monday, May 20, 2024, by 5:00 p.m., EDT.
