Posting Summary

Scope of work: to assess the feasibility, costs (CAPEX and OPEX) and operating models of a new gas-fired power plants.   
We intend to carry out the construction of the new gas-fired power plants in 2 main stages:  
1.            Highly flexible open-cycle gas turbines to be achieved by the end of 2027.  
2.            Further conversion/upgrading of the constructed open-cycle gas turbines to combined-cycle gas turbines, which will be implemented in the period 2028-2030.  
Detailed scope of work with milestones will be available during bidding after participant registration on DTEK Energy marketplace in case of participant’s NDA signing.  
Supplier need to submit a feasibility study report no later than 3 months after signing the contract and providing the necessary inputs.  
•             Supplier shall provide the relevant licenses/permits/qualification certificates confirming the Supplier's ability to perform the works/services specified in these technical requirements.  
•             Supplier shall confirm the experience of successful feasibility studies and/or design studies of gas-fired generating facilities with references to completed projects.  
•             Supplier shall involve in this study the employees with the appropriate qualifications with the necessary knowledge and experience to perform the work in accordance with these technical requirements.  
•             It is advisable for the supplier to engage engineering partners in Ukraine to harmonize with local legislation.  
•             Readiness to carry out the further stages of the project (engineering stage, documentation development, construction, installation) would be a competitive advantage.  
Energy equipment specified in this feasibility study shall not be manufactured in the territory or with the participation of companies located in the territory of the aggressor country, be associated with it, and its manufacturing shall not be associated with companies under international sanctions recognized by the international community and the National Agency on Corruption Prevention (NACP) as sponsors of terrorism and war in Ukraine.  
Quotations from bidders under sanctions imposed by the European Union, by Ukraine or by a resolution of the UN Security Council will not be considered. Furthermore, quotations from bidders whose beneficial owner is a national of or whose place of registration is in the Russian Federation, or the Republic of Belarus will not be considered, nor will quotations containing goods manufactured in or originating from the Russian Federation or the Republic of Belarus.  
DTEK reserves the right to perform background checks on the bidder. If facts are identified which indicate poor performance in the execution of earlier contract(s) or which pose a reputational risk to any of the parties involved in the transaction, the bidder may be disqualified.
