PURPOSE:           
TransLink invites qualified consultant or consortium with transportation planning and marketing background and expertise to develop a Social Marketing Strategy (SMS) for Metro Vancouver to support TransLink’s Mobility Management & Transportation Demand Management (TDM) goals and objectives.           
             
SCOPE SUMMARY:           
The goal of the SMS will be consistent with the headline targets outlined in the Regional Transportation Strategy which is to make half of all trips by walking, cycling and transit and to reduce the distance people drive by one-third.   The SMS will build upon previous research and planning related to travel behaviour change and identify a strategic direction for mobility management, within the context of marketing and customer experience initiatives, that will help staff in the Marketing and New Mobility teams develop planning, programming, consumer engagement, communications, and digital initiatives. The resulting high-level strategy will be produced as a non-technical reference for TransLink and its stakeholders to pragmatically apply towards the alignment of new and existing interventions that support the 10-year Investment Plan.

             
The social marketing strategy is a joint project between marketing and transportation planning departments at TransLink. TransLink expects proponents to include marketing and transportation planning resources and support in their proposals.
