This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.

A critical aspect to achieving success will be to develop a strategic marketing plan that highlights Nova Scotia’s competitive advantages. This will allow Nova Scotia to maximize its marketing opportunities by leveraging trade and industry partnerships. Demonstrated performance and Return on Investment (ROI) will be a key component to decision-making. TNS is looking to select marketing partners who will create an innovative and integrated approach to meeting its marketing objectives. The RFP is structured to be flexible and responsive to market demand to enable best in class marketing partnerships.

Proposals can be submitted for any or all of these lines of business areas:
A. Brand Marketing (Strategic Planning, Brand Management & Creative Services)
B. Media Planning and Buying
C. Digital Marketing (Digital Strategy, Creative and Technical Development and Execution)

In accordance with the evaluation process, TNS will form a separate agreement for each line of business, with a possibility of up to three (3) successful proponents in total, to ensure the approach presented will result in better quality service, stronger expertise, and greater in-market intelligence while balancing an efficient administrative fee structure. TNS also encourages innovation through subcontracting arrangements to meet our requirement of best-in-class service providers. We will evaluate such arrangements to obtain assurance of fit, management, and alignment with TNS’ goals and objectives.
